Fatal 4 - catching distracted drivers in the act as officers target irresponsible road users putting lives at risk

Greater Manchester Police (GMP) is intensifying efforts to combat the Fatal 4 offences—drink/drug driving, mobile phone use, speeding, and seatbelt non-use—through targeted operations using elevated vehicles like HGVs and Bee Network buses to monitor and apprehend distracted drivers.

Greater Manchester Police have launched a crackdown on dangerous driving using an unmarked Bee Network bus to catch offenders in the act from an elevated vantage point.

The specialized operations conducted in early 2025 targeted the Fatal 4 offences - drink and drug driving, mobile phone use, speeding, and seatbelt violations - along major routes including the Mancunian Way, Trafford and Salford during peak periods.

Officers used the height advantage of the bus to film distracted drivers, with motorcycle units moving in to pull over offenders at safe locations. The initiative forms part of the force’s Vision Zero campaign to eliminate road deaths and serious injuries by 2040.

During just two operations, police recorded 37 offences including 15 drivers using mobile phones, one HGV driver watching television in their cab, and eight cases of inconsiderate driving. One driver was arrested for being under the influence of drink or drugs, while another vehicle was seized for lacking insurance.

Sergeant Neil Dalley from the Commercial Vehicle Unit warned that commercial vehicles pose particular risks due to their size and weight.

Police encourage the public to report dangerous drivers through Operation Snap, where dashcam footage can be submitted for retrospective action.
