The guidance, issued quietly by NHS Greater Manchester, tells people to ring 111 and press 2 for mental-health emergencies, and to dial 0161 357 1598 or email [email protected] for everything from board decisions to borough-level queries between 9 am and 4 pm on working days.

If the worry is about a GP practice, the same document steers patients to a scheme called You and Your General Practice. It lets complaints, compliments or formal grievances go to the practice manager, the local Integrated Care Board, or Healthwatch without repeating the story at each door.

Those wanting their own records are told to write to the Data Protection Officer at Tootal Buildings, 56 Oxford Street, Manchester. The authority must reply within a month and does not charge, though it warns some details may be withheld if release could harm the patient or reveal third-party information.
