Oldham 1,700-home masterplan timeline and second consultation
A controversial plan to build 1,700 homes on Green Belt land at Beal Valley and Broadbent Moss has been years in the making, with the latest consultation running until late March. The masterplan, which includes a proposed new tram stop, first appeared in the 2016 Greater Manchester Spatial Framework and has faced opposition from residents and councillors concerned about the impact on green spaces.
Oldham Council approved the Places for Everyone plan in 2021, earmarking the land for development despite opposition from Liberal Democrat councillors who warned it would create 'the wrong homes in the wrong places'. The council narrowly voted to request withdrawal from the regional plan, but the government rejected this in 2021, saying there was 'no justification' for leaving.
The latest consultation follows a planning application for 248 homes on land south of Bullcote Lane, which has angered residents who fear their estate will become a through road before a new road is built. The council acknowledges the second consultation has caused a 12-month delay that could increase developers' costs and affect how much they can demand for community amenities through Section 106 agreements.
Council officers say there will be enough school places for children despite concerns about local services being strained. The consultation runs until March 23, with residents able to view plans online or at council offices. The masterplan's future remains uncertain as the council balances housing needs with protecting green spaces that many residents value.
