Oldham Council has said 161 of the 273 fines given out on Waterloo Street this year had been paid as of September 1 2026.

Waterloo Street cuts through the centre of Glodwick, where cars park repeatedly on double yellow lines, roads are blocked and pavements are taken over. Videos posted online have claimed up to 125 cars were parked illegally from 1pm to 8pm at night.

The council had earlier said that since 1 January it had issued 252 Penalty Charge Notices (PCNs) on Waterloo Street, including 44 after 5pm.

Of the 273 fines issued on the road this year, 161 have been paid so far. The council said this is around 59%.

Resident Stuart Allsopp has said the parking is dangerous for pedestrians, while local business owner Rafit Hussain said a lack of public transport links was making the issue worse.
