Plans to turn a former hotel in Denshaw into a residential institution have been met with opposition from Saddleworth Parish Council. The proposal, submitted by Saddleworth Holdings Ltd, seeks to convert Clough Manor on Rochdale Road into a Class C2 residential institution—a category that includes care homes, nursing homes, and similar facilities. However, the parish council has recommended refusal, citing concerns over green belt development, lack of clarity on the proposed use, and potential harm to neighbouring properties.

The application is now set to be decided by Oldham Council, which has the final say. In supporting documents, the developers argue that the scheme would provide 'appropriate residential accommodation within an existing building' and promote 'independent occupation where appropriate.' They also highlight that the building’s layout allows for on-site management and controlled access, making it suitable for a managed residential environment.

But Saddleworth Parish Council remains unconvinced. At a recent meeting, councillors voted to oppose the plan on several grounds. They argued that the development would not improve the area and that the location is not sustainable for a C2 institution. The site has also been the subject of earlier plans, including a proposal to convert part of the kitchen into eight apartments and another application for a house in multiple occupation (HMO), both of which drew criticism.

While the developers maintain that the reuse of the existing building is 'appropriate and sustainable,' local councillors and residents are urging caution.
